The Parliamentary Inquiry into Improving Queensland’s Container Refund Scheme has now concluded.
Container Exchange (COEX) welcomes the State Government’s response to the parliamentary inquiry’s recommendations and ongoing support for COEX as the not-for-profit administrator of Queensland’s container refund scheme.
Containers for Change is one of Australia’s most successful recycling schemes, and the legislative changes proposed by the Government will support COEX in delivering even more environmental, social and economic benefits for Queenslanders.
We look forward to continuing to work closely with the Government, our partners and industry though the upcoming consultation process, to ensure no container goes to waste.
The Hon Andrew Powell MP, Minister for Environment, Tourism, Science and Innovation, announced the Inquiry into Improving Queensland’s Container Refund Scheme on 20 February 2025.
The Health, Environment and Innovation Committee’s report was subsequently tabled in the Legislative Assembly on 16 October 2025.
The Queensland Government’s response to the report was tabled on 26 March 2026 and included the introduction of the Waste Reduction and Recycling (Strengthening the Container Refund Scheme) Amendment Bill 2026.
The Health, Environment and Innovation Committee tabled its Report No. 24, 58th Parliament – Waste Reduction and Recycling (Strengthening the Container Refund Scheme) Amendment Bill 2026 on 15 May 2026.
The report will be debated in the Legislative Assembly in due course.
